How high should cupcakes be filled?
Cupcake liners should never be completely filled to the top. If you fill them to the top, then the cupcake itself is going to overflow and cause a mess. We recommend filling our baking cups 2/3 full to allow room for your cupcakes to rise.
How high up do you fill cupcakes?

The air is the problem. You would have to put so little batter in to avoid the air reaching the middle to cook with no dome but then you ruin the cupcake with an uneven baking and an overdone bottom.

Why do my cupcakes have flat tops?
Over mixing can add too much air to your batter. When you put cupcakes in the hot oven with too much air in the batter, the hot air will only make it seem as if your cupcakes are rising as the air escapes, causing the dreaded deflation.
What temperature do you bake cupcakes at?

Try not to fill them more than 3/4 full for most recipes. Most muffin tins have 12 cups, but not all recipes are for 12 – or 24 – muffins. Fill any empty muffin cups halfway with water.
How long to let cupcakes cool before icing them?
Cool cupcakes completely before covering to keep the tops from becoming sticky, about 30 minutes. Frosted or unfrosted, cover cupcakes loosely with foil, plastic wrap or waxed paper.
How do you know when cupcakes are ready?
Gently press down on the cupcake. If the cupcake bounces back completely, they are done. If your finger left a dent in the cupcake, they need more time. So easy.
