There is indeed a law in Californian, Vehicle Code 27600, that requires vehicles to either have fenders or mud flaps “at least as wide as the tire tread” to prevent mud or water spraying behind the car. Most vehicles already have adequate fenders or mud flaps to meet the requirements of this law.

How far can my tires stick out in California?

Per CVC Section 35406 (a), the load upon any vehicle, or on the front vehicle of a combination of vehicles, shall not extend more than three feet beyond the foremost part of the front tires of the vehicle or the front bumper of the vehicle, if it is equipped with a front bumper.
